I really understand that you are having problems with this, but right now the developers can’t fix the audio sync problem because it’s too difficult and it will take time. In the first comments I made I mentioned Pencil2D is not accurate for sound sync just yet.

For now you would have to select all the content of a frame (CTRL + A), copy the content (CTRL + C), create a new keyframe on the new layer and paste the selection (CTRL + Yes I understand that you have an audio synchronization problem.
